[Commands] Add temporary Workspace support for creating a `Packages` subdir.

 - This is just to maintain compatibility with the existing behavior while
   using the new resolver/workspace infrastructure -- among other things this
   allows us to flip the switch without requiring a simultaneous change to the
   tests which depend on this behavior.
