[Commands] Delete some broken QOI logic. - This was intended to detect missing `clang++` binaries, which was a common problem at OSS launch (on 14.04), but it was broken by some refactor and no one has complained about this, so doesn't seem worth fixing it (especially since the plan is to roll official support forward to the next Ubuntu LTS soon).
