[bootstrap] Clean up RPATHs for installed products.

 - We need to clean up the hard-coded rpath that `swiftc` currently embeds to
   make the executables location independent, and we need to fix the search path
   for the `swiftpm-xctest-helper` to be appropriate for its install location.
