[Xcodeproj] Build executables to look adjacent to themselves for other libraries.

 - This fixes a regression in the SwiftPM build of itself (from Xcode) where the
   tool doesn't run without Xcode's injected DYLD_LIBRARRY_PATH... this caused
   us to fail most of our own tests.
