Pre-cloning occurs without a `__tmp` directory We pre-clone because we need to read the manifests for all dependencies before we can be sure which tags to check out. So before we went into a __tmp directory, but boy was this ugly, so now we just go to Packages/PackageName which is valid since end checkouts are to Packges/PackageName-x.y.z
