If the generic type parameters of a class or struct declaration are invalid or otherwise broken, we should treat the declaration as invalid, and be more careful about doing anything that could lead to the creation of bogus archetypes. (Such as implicit constructor/destructor generation, or conformance checking.) This addresses crash suite scenario 022. (rdar://problem/18232772) Swift SVN r22095
