[FunctionSigOpt] Callee set construction does not need to be bottom-up.

The initial scan of the module that constructs the list of call sites for each
function does not have to be bottom-up. This commit changes the scan to be the
natural function order.  This may not make a difference since we will continue
to cache the bottom-up scan order.
