IRGen: Fix miscompile when storing empty payloads represented as large extra inhabitants. Stupid typo on my part. Fixes a new IRGen bug introduced by the EnumPayload code that's affecting rdar://problem/21126703; not sure if it addresses that bug yet though. Swift SVN r29116
