Clean up IRGen tests for SIL-IRGen. Remove tests that test things that are now mostly SILGen's job, and strip down and tweak the remaining tests to test IRish things in a way that matches SIL-IRGen's output. XFAIL a few tests that trigger SIL-IRGen crashes for further investigation. Swift SVN r4759
