Revert "Remove one invocation of the ARC optimizer." This reverts commit 0515889cf00f92643affad5142a8d95cd6db8abe. I made a mistake and did not catch this regression when I measured the change on my local machine. The regression was detected by our automatic performance tests. Thank you @slavapestov for identifying the commit.
