Add a delete callback to SILBuilder so that if we delete retains and releases in emitStrongRelease, emitReleaseValue, passes (like SILCombine) can update their state. Also teach the closure deletion code how to detect such a case and not send a notification message if no new instruction is created. Swift SVN r27803
