Emit type metadata for values referenced by debug info eagerly at -Onone. This is a hotfix for recent regressions in the LLDB testsuite caused by lazy loading of metadata. Long-term we will explore emitting DWARF expressions for accessing the type metadata. rdar://problem/24781494, SR-797
