[build] turn stdlib internal checks OFF in Release

By general consensus, Release builds now have
SWIFT_STDLIB_INTERNAL_CHECKS=OFF by default.  Note: this will not affect
your build trees with existing CMakeCache.txt files in them.  To allow
defaults to take effect in a build directory,

  rm -r CMakeCache.txt CMakeFiles
