Fix examples build (CMake). Don't build examples by default (Make).

...but do build them on the buildbot.

If you have a CMake build, the examples have /already/ not been building
due to a configuration problem, and they will now /start/ building
unless you reconfigure with the SWIFT_BUILD_EXAMPLES option set to "NO".
