Start the "stdlib2" subproject as a test

There are lots of bottlenecks in the project right now. IRGen is one of
them. Rather than wait for IRGen, we're going to concurrently design the
stdlib at a parse-only level. When IRGen catches up, this will give us
plenty of real code to test.
