When simplify type representation expressions, skip OptionalEvaluationExprs. We were ending up with double optionals because we were transforming both the BindOptionalExpr and the OptionalEvaluationExpr; BindOptionalExpr is the one where the ? is actually written, so transform that one and skip the OptionalEvaluationExpr.
