GlobalARCOpts: Set debug locations for newly created retain/release calls. The comment in the TODO mentions that this previously asserted on terminator instructions with bad locations, but I was unable to reproduce this, and if there are bad locations on terminator instructions we should be fixing this anyway. <rdar://problem/21028676> Lines tables frequently reference line 0 Swift SVN r30149
