ClosureSpecializer: Fix lifetime management of captured arguments

When the original partial_apply might be in a region that is executed less
frequently than the call site that uses it and that we specialize we need to
make sure that we emit the retains for the captured arguments at the call site.
Consequently, these arguments need to be live at the call site.
