Revert "Add '&' and '|' to the list of potentially symmetric operators." This reverts commit b1a7ceaf4bcd8ff99678630a90df622cdfc0604c. Accounting for these operators can add complexity in some cases, so I'm backing out this change pending a more holistic approach.
