Revert "IRGen/Runtime: Use relative addresses in nominal type descriptors." This reverts commit fbb832665a0bc3b138ad8502922de24c1d940efb. It causes LLVM to complain with "Cannot represent a subtraction with a weak symbol" when targeting Linux.
